Joe is partially correct, which is in this case, plenty close enough.
All material produced by the U.S. Government is copyrighted, however it may be
used and duplicated freely unless it is classified material. Copyrights are
always held by the author of a work and may be assigned or transferred to
someone else for a fee or free.
In this case, the government policy is to simply assign the right to copy for
free.
