Hi Scott,
No, this is not right. There is supposed to be a green lens on the left
and a red on the right, with both having a bulb behind them and both
working. The green comes on with power and the red is transmit.
The bezel that you have sounds like it came off of an early Ranger. I have
one of those also and it has two red lens, but only one lights up.
By the way, you can see mine on my web site to give you an idea.
Unless someone else has a known reason that some where configured that way,
I think someone modified it.
