You might also consider the SG-1144 - It can be purchased for $ 100 -
150. It covers from 50 Kc to 88 Mc and offers FM above 30 Mc. It was used
by the military for work on the RT-524 series of sets, but of course
covers the HF spectrum well. It has a counter for frequency display.
I used one until I found a URM-223.
If anyone wants mine, I would be glad to trade/sell it.
