Seems to me that each band should have been some fixed length --
that way one could easily determine the height of the tower just by
counting color bands...

As of 1974, that seven-band rule was still in effect; the bands
must be no narrower than 1.5 feet and no wider than 100 feet.
Paint must be aircraft-surface orange and white with (as you
said) top and bottom orange. "All towers must be cleaned
or repainted as often as necessary to maintain good visibility."
