Rust Removal - Front Panel

Hi, again.

It has been pointed out to me (and I feel like a dummy that it didn't
occur to me!) that the rust actually formed on the metal BENEATH the
paint and has ALREADY removed the paint in those areas.  (re: Knight 50
Watt Transmitter)

So, I don't suppose there's much that can be done to get rid of the rust
without leaving "bare metal" beneath.

Is this true?
