line cord color code

If it has blue and brown,convention dictates the brown should be hot (fuse
side), although the IEC colors blue and brown and brown are both hot, as the
europeans have no neutral reference from line to ground.(The ground is only
for safety, and you have to get across both sides of the 230V line to get
zapped) In the US, however, the neutral is the center tap of the 230V
secondary of the distribution xfmr. The cord, incidently, must be a
replacement.  I have never seen an AC-4 with IEC colors.

I've got a Drake AC-4 power supply with the ac plug cut off.  Could someone
tell me the proper hookup for the blue and brown wires?  The green is ground
but does it matter which of the other two is hot or line.  Tnx......JR
