With people using the internet to shop cross borders, there are bound to be
complaints. Here is a potentially useful resource for getting satisfaction. It
was a post from an email reflector.

you can fill out an online complaint against the seller which they will forward
to Industry Canada (or the equivalent agency in 17 countries) for investigation.
.... They're very slow, but eventually he returned the money.
