The 4PR60 is used as a modulator in mostly airborne radar sets such as the
APN-69 rendezvous beacon. It is designed to hold off up to 20 KV, and is
designed for very high peak plate current. Hard tube modulators are
typically used in older radar that has relatively short pulse widths, as the
hydrogen thyratrons and SCR modulators are slower that a high vacuum
tetrode. The tube is designed to hold off high voltages at high altitudes,
so the design reflects that. I have an Eimac data sheet if anyone is really
interested.
