I should have clarified a bit more.

It was apparent to no one that this decision was
imminent as they had dawdled about it for a year
and a half.  We knew it was coming but not just
now.

The surprise addition of voice spectrum on 80M might
have given some observers pause but I didn't read
any such comments anywhere!

Pairing it with a terse denial of the ARRL request
suggests it bears an element of a slap.

I am troubled to read that they have re-activated
the QRM-bots ability to operate -- though they have
to be 500Hz or narrower and stay in the CW-Data
segment of 80M.

Meanwhile the addition of voice spectrum on 80M
should spread things out a bit and open room for
CW between 3800 & 4000.
