The receiver is definitely not an HRO. The guy is tuning a control on the bottom, where the coil rack would be. Also no meter in the upper left, or the big PW dial. However I have no idea what the RX might be.
The transmitter, besides being a homebrew, could also be a Marine Radio Co transmitter, vintage the 30s.

Looks like a cool black-crackle finish rack and panel homebrew transmitter,
and an old HRO receiver.
