First of all, the HF bands are not empty. We are at a sunspot cycle low. 
But whenever there is a contest the bands are packed.  I find the reference 
to FRS radios interesting. Almost all FRS radios have GMRS channels and 
higher power available which by law requires a license. But the FCC just 
ignores this and allows it to continue. Perhaps that is what they have in 
mind for amateur radio. As for those that like chat rooms on the internet, 
perhaps they would be content with PSK31 running 5 watts or so and chatting 
with out the use of internet. But they could not remain anonymous, they 
would have to ID. And keep their conversations clean.
