getting CB'ers legal

I was able to recruit a notorious local CB 'bandit' to legal Ham
radio.. Now he's busy collecting international QSL cards from his
legal DX'ing... Illegal CB'ers don't usually QSL. This one aspect
of Ham radio is a good enticement for getting legal.. Many of
them still don't know the CW test has been dropped..
