Changes to the BA list server

Greetings,

 

In an attempt to make the list a little more SPAM free I've made two
changes.

 

1.            When you post a message to the list you will now receive
an email requesting confirmation that you posted it.

2.            Messages will be delayed 10 minutes while the listserver
chats with other list servers to see if the message posted is SPAM.
