Maybe not.  There were a bunch of Collins VHF
aircraft-band transmitters that used low-level
modulation for AM.  That 4CX250B might be
blowing off 100 - 150 watts to make that 50-watt
carrier.

On the other hand, I have also seen FAA transmitters
that were plate-modulated by a pair of 4-65's, although
I think they were UHF jobs.
