need help identifying device

Is there any equivalent number for the 3581 tubes?

I suspected Diathermy,  Yes the center plate seem to be ceramic/asbestos 
board, something I never worried too much about, its not very friable.  I 
wouldn't suggest doing  something stupid like try to drill holes in it 
though. I find more of the fluffy white stuff in consumer sets. Zenith used 
to put a layer of asbestos cloth under the chassis of a lot of their radios 
even if there were no hot resistors, maybe they expected a lot of flameouts
