That method of copying code and writing the block letters in that fashion is
a direct lift from the Army and Signal Corps training programs. What you
need to remember is that routine traffic nets in the military up until the
end of routine CW usage were 15 word per minute nets. Two reasons, one:
most record traffic went onto message forms with blocks for each 5-letter
code group. This was about as fast as you could 100% copy with a stubby
pencil onto that form.
High speed nets the operators used typewriters and teletype made that
obsolete.
Any traffic net, voice or otherwise that depends on manual transcription of
100% legible copy will be limited to around that speed.
