It looks like the RF gain control is tied to the cathodes of the RF 
amplifier and a couple of IF amplifiers. Something is pulling them to 
ground ahead of the pot. Check C-89 (.22uF) to see if it is shorted. If it 
is okay start checking bypass capacitors or looking for a pinched wire. 
This should be easy to fix.
