Modern tube?  There's an oxymoron!
Seems like 811s would be about it.
You'd have to look up the gains in a tube table, but there are also 809 and 
812.
The Zs were good for class B audio, as is the 811, with zero bias.  I used 
to push my 811s to 1500V with zero bias in a modulator.  They glowed, but 
worked fine for many years.  I expect they would do the same with RF.  Just 
check linearity for good SSB performance.
