Hi Bob,
     The sticky/jumpy tuning is probably due to some lubricant on the 
brass tuning flywheel and it's small "wheel", and maybe the edge of the 
dial it rides on.  Have him clean those well with alcohol, also lube, 
very sparingly, the bushings for the various shafts in the mechanism, as 
well as the end bearings on the tuning capacitor.  Those brass wheels 
must be scrupulously clean to avoid slipping.
     Has this rcvr ever been re-capped?  What is the ser. no.?  If not, 
and s/n is below about 17,500 it will be full (more than 50) of BBOD's, 
and that could be part of the sensitivity problem.
     Is this rcvr new to him?  Does he know its' history, at least for 
the last few yrs, and what work has been done to it?  He can get some 
more hints, etc., from the "SP-600" page on <www.boatanchors.org> - link
