Basically having the CPE act as a L2TP client/initiator, not
a LAC-LNS switch.

Is it possible to setup a L2TP tunnel between two cisco
boxes instead of a
GRE tunnel?

Basically having one router with a dynamic IP create the
L2TP tunnel to a
second router with a static IP, and having the tunnel setup
be authenticated.
