[cisco-bba] cpu load due to PPP IPCP (Add Route)

What version was this? I'm not sure how this would happen. It's
strange that "clear ppp queues" did anything since that should only
clear the statistics (counters). If this occurs again, can you grab
"debug ppp events"?
