Good point.  With 'debug vpdn error', 'debug vpdn event', and 'debug
vtemplate' I received the following:
    1y14w: Vi2025 VPDN: Reset
    1y14w: Vi2025 VPDN: Unbind interface
    1y14w: Vi2025 VTEMPLATE: Ignoring free request, still in use
    1y14w: Vi2025 VPDN: Vtemplate failure 10 upon freeing interfac
 
It would be nice to know why VTemplate still thinks its in use.

Could you please try using the "cleant interface vi2xxx" with some debugs
on? (things like debug vpdn, debug ppp etc)
This would let us know what is going on

  derived    Clear cached PPPoE configuration information 
  interface  Clear sessions on interface
  relay      PPPoE relay
  rmac       Clear sessions from particular client
