Yes, L2TP tunnel parameters are negotiated on tunnel creation. If you change the parameters they will have no affect until tunnel is re-created and negotiation happens again. This is similar to most connections that have a negotiation phase. Unless there is a method for dynamic re-negotiation in the middle of the connection, then the only way to get new parameters is forcibly (another example of this would be PPP sessions).
The command "show vpdn" will show which LAC have a tunnel to your LNS. You can then remove the entire tunnel (and all PPP sessions within it) by using the command "clear vpdn tunnel l2tp <LAC>", where you replace <LAC> with the name of the LAC in question (which is given from the "show vpdn" command earlier).
