[cisco-nas] ISDN PRI Users

I have a PRI with several 128k ISDN customers.  Is there a way to create a
separate "interface" for each user?  I want to be able to check utilization
on a per user basis, use ACL's, etc, but as it is when they drop and
reconnect, they are on a different Virtual interface.  Also, I don't want to
have
to use RADIUS.  I am looking for something like this:

int X
desc user1
access-group user1asl in

int Y
desc user2
access-group user2asl in

etc.

Any ideas?
