[cisco-nas] AS5300 and SC2200 Nature of Address

Hi Everyone on this mailing-list,
I've a problem when changing Nature of Address.
My case is like this:
when A calls B, A's number will be translated to 817xxxx and must have Nature 
of Address as National Format.
I've been configure AS5300 like this:

translation-rule 21862
 Rule 0 any 817xxxx ANY national

dial-peer voice 218632 pots
 huntstop
 destination-pattern 2186#62361
 progress_ind setup enable 3
 progress_ind alert enable 8
 progress_ind progress enable 8
 translate-outgoing calling 21862 <----- this is using translation-rule 21862
(using number 817xxx for calling party)
 translate-outgoing called 8
 port 3:D
 prefix 62361

and on SC2200 like this:

numan-add:resulttable:custgrpid="xxxx",name="setnoaa",
               resulttype="A_NUMBER_TYPE",dw1="3",setname="gonoa"
*Note: dw1="3"--->means NOA is National format.

and the result is, A's number is successful translate to 817xxx but the 
problem is Nature of Address still International, not translated to National.
anybody have an expert on my problem?
