I can agree with you when en-block is used, but when overlap is used Setup ACK must be used. The issue that we find is with overlap scenario

H.323 Recomendation v4 quotes:

8.1.12	Overlapped sending

If a remote entity receives a Setup message with an incomplete address and the canOverlapSend field set to TRUE, it should initiate overlap sending procedures by returning the Setup Acknowledge message. Additional addressing information should be sent using Information messages

H.323 Recomendation v5 quotes:

7.3.11 Setup Acknowledge
This message may be sent by an H.323 entity. However, it may be forwarded from the network via a gateway. Processing on receipt is optional, but an entity that indicates canOverlapSend in Setup shall support Setup Acknowledge.

Based on H.323 standard (check H.225) SETUP ACK is an OPTIONAL message for
both transmit and receive. I attached the spec for you in a separate email
so you can check Table 4 (H.225 Usage of Q931 messages).

Hi all,
We have been discoverd with testing with 3rd PTY VoIP GW that Cisco VoIP GW
implementation of H.323 stack in not standard compliant. We test several
images from 12.1. to 12.2. and find out that Cisco VoIP GWs does NOT send
for H.323 Setup message response H.323 setup acknowledge. Based on the H.323
standard every device must send H.323 SETUP ACK when it receives H.323
SETUP. Anyone has experience this behaviour too.
