is a regression introduced by CSCeb62876, which was Integrated-in 
12.2(27)SBB
12.2(27)SBA 12.3(07)XI 12.3(03f) 12.3(02)T04 12.3(04)T02 12.3(05.05)T 
12.2(15)T09
12.3(04.04)B 12.2(15)ZK02 012.003(004.002).  The fix for CSCin67619 was 
Integrated-in
12.2(27)SBB 12.2(27)SBA 12.3(07)XI01 12.3(02)T07 12.3(05a)B01 12.2(15)T13
12.3(07)T02 12.2(16)BX03 12.3(06a) 12.3(03f) 12.3(05c) 12.3(04)T04 
012.003(007.006)
12.3(07.06)T.

So, any IOS running a version >= CSCeb62876's Integrated-in and
< CSCin67619's Integrated-in will be susceptible to CSCin67619.
So you would not want to run 12.2(15)T9, if this is a significant
issue for you.
