[cisco-nas] flash/ios problem?

Hi

I tried to upload a IOS into a C3640.
After copy 20MB, the cisco said: no space left on device.. but why?

The file is 22MB.
The flash in the router is one 16MB and one is 8MB.
If i upload a smallest (<20Mb) file, it upload is correct.
