I am looking at downgrade the IOS as suggested. In the meantime, different 
issue on the same box. I'm trying to enter the radius setup, and it's 
responding that no "radius-server" anything does not exist as a config 
command. I list the commands and radius-server does not show up. But the IOS 
is the exact same version we use on another set of boxes and the 
radius-server commands work fine there.
