We are not supporting draft-ietf-ospf-hitless-restart-02.txt at this time.

You can refer to
   draft-nguyen-ospf-lls-00.txt
   draft-nguyen-ospf-oob-resync-00.txt
   draft-nguyen-ospf-restart-00.txt
which are supported by Cisco.
