[nsp] MLPPP on 7513/RSP4/PA-CT3/4T1

Hi Vinny,
I ran the question by some of the MLPPP folks on the 7500
team, here was their answer:

Can I ask why you want non-distributed MLPPP? Distributed MLPPP
is much more robust.
