[nsp] question about CAR

Hi,
A question about CAR
in the rate-limit command  

for example :
rate-limit input access-group rate-limit 100 800000000 64000 80000
conform-action transmit exceed-action drop 
the 800000000 stands for bps, or average rate

when you look on CCO they say :
The average rate determines the long-term average transmission rate

what does this mean in practice ? Is it calculated over x ms, x minutes, ..
?
