According to a presentation at Networkers 2002 this is all done
as part of *stabilizing* IOS - trying to reduce numbers of bugs, 
increase MTBF etc.

As for me, I wish Cisco would do what they talked about some years
ago - putting a real Real-Time operating system inside IOS (QNX
was mentioned). With real hardware memory protection between
processes, etc.
