[nsp] 12.0(22)S experiences on 7200/7500?

I have 2 7200VXR/NPE300s that hang when booting if they have a
PA-4E, PA-8E, or (on one of them) PA-4T+ in them.  My 7200/NPE200s
with similar PAs do not hang.  Problem was introduced in 12.0(21.4)S2.
Cisco is still investigating the bug.  See bugid CSCdy01897.
