[nsp] 82/8 allocated to RIPE

It may be trivial and of course for properly managed networks it is, it is
however not trivial for people who have space in these ranges and networks
aren't updated.   69.x.x.x space which was allocated in August <4 months ago
sorry> is still filtered by some isps.  That is unacceptable.  If people
can't keep current they shouldn't filter at all.
