[nsp] 82/8 allocated to RIPE

There are so few announcements.  Wouldn't it be possible to have the
registries post directly to say a list youmanage, announce only, and save
you some work?  You could repost as needed I think it is still a good idea
to post as much as possible but for people who subscribe they could get it
directly.
