[nsp] 12.2(12)a for 7200

We have been running 12.2(12a) on 7206 VXRs for a few days. IS-IS,
OSPF, MPLS, MP-BGP, VLAN. No major issues so far, but then we 
haven't really pushed these boxes hard.
