[nsp] 7206vxr assigns 0000.0000.0000 to IO-FE-TX

7206VXR with IO-FE-TX & 1 PA-H card and 2 extra FE cards.

The machine is running 12.1.16.

On bootup, the machine assigns a random MAC address of 0000.0000.0000
to the FA0/0 interface. This seems wrong (besides causing problems in
pinging some other devices).  Any help is appreciated.  The output is
shown below.
