[nsp] 7206vxr assigns 0000.0000.0000 to IO-FE-TX

This happened to us once on a 7507.  After we hot swapped a VIP, the FastE
modules on it both showed  0000.0000.0000.  We power cycled the router and
it came back up fine.  (This is part of why we no longer hot swap.)

MAC addresses on the 7200 series are stored on the chassis rather than
the
cards - so it sounds like unless you've done something else to force all
the cards to have MAC addresses of all-zeros then you have a broken
chassis.
