[nsp] Dial out from router

Like I said, "could you be more specific about what is calling what?"  I'm
looking for something like, "yo i gotta 1605 and its gonna be hooked up via
one ethernet interface to a DSL bridge and that is going to terminate on
some DSLAM somewhere and that is going to be l2tp'd over to my
7200"...something like that.
