[nsp] 64 bit SNMP counters versus 32 bit SNMP counters

It can take another 2^32 bytes (or whatever) before it wraps.
eg a 32-bit counter on a gig port running at a few 100 Mbs will wrap very often,
if you dont poll it frequently enough you are unable to calculate the difference
in the counter and your results are garbled.
