[nsp] S-train upgrade

Not sure which features you need but they all have show stopper MPLS
bugs.  Other than that 24S2 seems to work ok for QoS IP Multicast CT3,
ISIS, BGP (watch for an automatic addition of a cluster number if your
running RR).  

  

Let us know how the rsp16 goes.
