[nsp] 'sho ip bgp dampening flap-statistics' how much is too much ?

I have a transit provider who is consistently showing 40-50 pages of flaps (about 35 prefixes in a page)
or 1400 to 1750 prefixes.  2-4 times what I see from my other transit providers.  As a test of reality
I was wondering what the lists thoughts were on approx. at what number of flaps (received 
from a transit providers full BGP table) do y'all call it "excessive flaps" ?
