[nsp] load balancing bug?

Use per packet rather then the Per destination.

anyone aware of a load balancing bug in 12.2(17a) ?

  Known via "static", distance 1, metric 0, candidate default path
  Routing Descriptor Blocks:
  * x.x.110.177
      Route metric is 0, traffic share count is 1
    x.x.180.2
      Route metric is 0, traffic share count is 1

The * never changes, its always pointing to the x.x.110.177 and our snmp

graphs confirm the other path is never being used.

CEF is enabled and per-destination load balancing is configured.
