Try "no ip cef / ip cef", if it won't make things fall over.
Chances are that the routing you want will work with CEF turned
off.  But I suspect that the problem will return when you turn CEF
back on.  I haven't seen a CEF problem yet that could be fixed by
anything less than rebooting.
