[nsp] cisco router dial script

I'm setting up a 1700 with a modem hooked to the AUX port to dial up as
backup. The script (with total debugging appears to execute dialing in and
RADIUS shows the account authenticated but then the router hangs up anyway
complaining about unauthorized user "HiPer". I'll explain with logs:
