[nsp] Cisco 7513 OC3 back to back configuration

wrt clocking:
http://www.cisco.com/warp/public/127/POS/posclocking_16181.html actually
recommends to use "internal <-> internal" for back-to-back/DF/DWDM
links.
But using "internal <-> line" works just as well in most situations (I
have never seen one where it doesn't).
