[nsp] MICA problem - dialin lines go insane

Colleagues, 

I have a severe problem with c3662 and mica integrated modems,
terminal lines sticking in some very bad state.  I have put the
description of the problem to http://noc.tomsk.ru/badmica.txt not to
clutter the list.
