[nsp] A Basic Doubt on CAR

Hi,
I have a basic doubt about how cisco routers calculate the committed rate.
The command features three numbers :- the committed BW,normal burst limit and the excess burst limit. The calculation is :- normal burst =committed BW*1.5/8
excess burst =normal burst*2
so for 64K....the numbers used are :- 64000 12000 24000 . How is the actual calculation taking place. What does 1.5 mean? By excess burst does he mean that the user can use upto 24000 bytes...when he subscribes for 64000bits??? Pls clarify.
