[nsp] RPF on Catalyst 6k

The routing loop problem you reported sounds like bug-id CSCdy75968.
CatOS 6.3(10) and 7.4(2) contain the fix for the bug. My understanding is that
the bug may have been introduced when they fixed a EOBC lockup problem
(bug-id CSCdx88297). 

I can report stability (no CEF/MLS routing loops) with 6.3(10) and
IOS 12.1(12)E5. Previously, we were seeing about one routing loop a
week. We have never run uRPF on our boxes, just OSPF/ISIS with a full
BGP feed.
